The Need for a New Housing Model in Spain
February, 2025
The Spanish real estate market is facing a structural crisis that highlights the urgent need for a new housing model. The supply of available properties is insufficient to meet growing demand, leading to an uncontrolled increase in purchase and rental prices. This situation particularly affects young people and middle- to low-income households, who are finding it increasingly difficult to access decent housing. The lack of developable land, bureaucratic obstacles, and insufficient investment in affordable housing are key factors worsening the issue.
Experts and international organizations agree on the need to incentivize housing supply through policies that facilitate real estate development and promote institutional investment in the residential sector. This requires measures to speed up planning and licensing processes, as well as greater regulatory stability to build confidence among developers and investors. At the same time, it is crucial to promote housing rehabilitation and urban regeneration as sustainable alternatives to increase the housing supply.
Rental housing must also play a central role in this new model. The limited rental housing supply and its progressive price increase demand innovative solutions, such as the development of “Build to Rent” and public-private partnerships to promote affordable housing projects. Moreover, the rise of new housing formats, such as “co-living” and “flex living“, highlights the need to adapt housing supply to new labor mobility trends and modern lifestyles.
However, any reform strategy must be accompanied by regulatory harmonization between Spain’s autonomous communities to avoid market fragmentation and ensure more equitable housing access nationwide. Spain needs a model that not only reactivates supply but also guarantees long-term solutions, balancing market interests with the fundamental right to decent housing. Housing should not be merely a financial asset; it must also be a fundamental pillar of social cohesion and sustainable development.
