• Spain’s energy challenge in housing development: a critical condition to unlock residential supply

    December, 2025

The Community of Madrid has formally called on the central government to accelerate the expansion of the electricity grid, highlighting energy infrastructure as a key prerequisite for the delivery of new housing. Insufficient grid capacity has emerged as a structural constraint that could delay or prevent the development of more than 116,800 planned homes in the south-eastern metropolitan area, around half of which are designated as affordable housing, at a time when housing supply remains structurally constrained.

Major urban developments such as El Cañaveral, Los Berrocales, Los Ahijones, Valdecarros and Los Cerros, encompassing over 40 million square meters of land for residential, economic and industrial use, remain highly dependent on an energy planning framework that currently fails to guarantee adequate supply. In parallel, several ongoing developments in municipalities including Alcalá de Henares, Brunete, Paracuellos del Jarama and Madrid Nuevo Norte face similar limitations, restricting the short-term delivery of much-needed housing.

These concerns have been formally raised through submissions to the draft national electricity transmission planning for the 2030 horizon, with regional authorities warning that the current proposal does not account for the energy growth required to support housing, electric mobility, public transport and the consolidation of industrial and digital initiatives linked to new urban areas.

The regional government has stressed that insufficient energy planning places strategic projects at risk, undermines efforts to address housing affordability, and weakens Madrid’s and Spain’s overall economic competitiveness. This situation highlights a broader contradiction: a country with strong generation capacity and a significant renewable energy base facing growth constraints due to delays in grid investment and deployment.

At CG Capital Europe, we believe that the alignment of urban planning, residential development and energy infrastructure is essential to ensure the feasibility of large-scale housing projects. Grid capacity is not merely a technical requirement, but a strategic enabler for investment, residential supply growth and sustainable urban expansion. CG Capital Europe brings extensive experience in the analysis and structuring of complex real estate projects, supporting investors and developers in environments where regulatory clarity, infrastructure readiness and long-term planning are critical to success.
